STARC4SYS – Building the Future of Electronic Warfare for Romania

Two Strategic Partnerships, Proprietary Anti-Drone Technology, and Our Vision for the Romanian Defense Industry.

In less than a year, our company – STARC4SYS – achieved what once seemed like a distant horizon for a Romanian defense systems integrator: we signed simultaneous strategic partnerships in the electronic warfare domain, with an American giant – CACI International (NYSE: CACI), a Fortune 500 company with 27,000 employees – and with a top-tier European manufacturer – URC Systems from the Czech Republic. We already have in our portfolio a proven and efficient cyber takeover anti-drone solution, currently used by the Romanian Civil Aeronautical Authority, and the President of Romania personally visited our booth at BSDA 2026. In this article, we present from the inside the story of this ascent and our vision for the future of the defense industry.

Who We Are and What We Aim For

STARC4SYS S.R.L. is a 100% Romanian company specialized in Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems, as well as in integrated defense solutions for national and international clients. We hold NCAGE code 1GJVL and we supply solutions to NATO forces. We have implemented the only C4ISR project in Romania, with national coverage and we are part of the Advanced Technologies Cluster, alongside other reference companies in the defense industry.

Our vision is to transform Romania from a mere importer of military equipment into a regional hub for integration, production, and innovation in defense technologies. We do not believe in the "apartment-firm" model that lives off commissions, instead we aim to build real industrial partnerships with technology transfer and local production.

BSDA 2026 – Our Defining Moment

May 2026 was one of the most important periods for us. Between May 13 and 15, we participated in the 10th edition of the Black Sea Defense, Aerospace and Security – BSDA 2026, the largest defense exhibition in Central and Eastern Europe, held at the Romaero platform in northern Bucharest, under the patronage of the President of Romania. With 550 exhibiting companies from 36 countries and approximately 30,000 visitors, the 10th anniversary edition of BSDA set an absolute record.

For us, BSDA 2026 was the stage where we announced two partnerships that are fundamental to our growth strategy. We did not come to watch – we came to sign.

The Partnership with CACI International – The Power of American Technology

The first major announcement was the signing of a strategic teaming agreement with CACI International Inc. (NYSE: CACI). CACI is a Fortune 500 national security company with 27,000 employees, globally recognized for its defense, intelligence, and IT solutions. We chose to work with CACI because American electronic warfare technology is the benchmark standard within NATO, and CACI has a proven track record in real-world operations.

The agreement targets our joint participation in Romania's forthcoming electronic warfare programs. We bring deep local knowledge and integration capabilities, CACI brings world-class technology and operational experience. Together, we aim to develop a competitive offer, focused on technology transfer, local industry involvement, and long-term sustainability for operation and maintenance.

This partnership builds on our existing collaboration with TCI International, Inc., another American global specialist in COMINT and electronic warfare systems. We now have a solid foundation on the transatlantic axis.

The Alliance with URC Systems – Completing the European Ecosystem

The second pillar of our strategy was the signing of a Memorandum of Understanding with URC Systems s.r.o., an internationally renowned Czech manufacturer of electronic warfare solutions. Based in Brno, with over two decades of experience, URC Systems supplies COMINT systems, electromagnetic spectrum monitoring solutions, and tactical jamming platforms used by NATO forces in real operational theaters – from Afghanistan to the Balkans.

Through this partnership, we pursue three concrete objectives:

  1. Customized solutions – adapting portable and vehicle-mounted EW systems to the specific requirements of the Romanian Army, in line with PIAR 2025–2034.
  2. Technology transfer – integrating Czech know-how into our local assembly and maintenance lines.
  3. European funding – joint participation in projects financed through the SAFE program and other EU defense mechanisms.

The signing ceremony was attended by representatives of the Czech Embassy in Bucharest, the Romanian Ministry of National Defense, and the Romanian Ministry of Economy – a clear sign that this partnership is aligned with the strategic priorities of both countries.

Our Technology: The Cyber over RF Anti-Drone System

Beyond partnerships, we have a solid reason to be proud: we fielded a proprietary, patented technology that is already operational. It is an anti-drone system based on the "Cyber over RF" principle – instead of brute-force jamming of radio frequencies (as traditional systems do, disrupting our own equipment as well), our system analyzes and manipulates the communication protocol between the drone and its operator.

The detection component is completely passive – it transmits no radio signal and therefore cannot be located or counterattacked. The neutralization is "soft-kill": the drone is forced to land or return to its launch point without physical destruction, eliminating the risk of collateral damage. The system has already been selected by the Romanian Civil Aeronautical Authority – this is not a laboratory prototype, but an operational product with proven efficiency and confirmed institutional use.

Recognition at the Highest Level

A particularly important moment for our team was the visit to our booth of His Excellency, the President of Romania, Mr. Nicușor Dan. Accompanied by the Minister of Defense, Radu Miruță, and the Chief of the Defense Staff, General Gheorghiță Vlad, the President took an interest in our solutions and discussed our development plans with the team. Meanwhile, the U.S. Ambassador to Bucharest, Darryl Nirenberg, attended the signing of the agreement between CACI and STARC4SYS.

For us, these visits were not just photo opportunities. They confirmed that the direction we are taking – strong partnerships with American and European industry, technology transfer and localized production – is the right one and is supported at the highest level.

Why What We Do Matters

We entered this field because electronic warfare is no longer a technical luxury – it is a "must have" part of the basic infrastructure of defense in modern conflicts. The war in Ukraine has demonstrated that without electromagnetic spectrum control and dominance, neither tanks, nor aircraft, nor drones can operate effectively. An FPV drone costing a few hundred dollars can destroy a multi-million dollars tank – if it is not neutralized in time.

On paper, Romania has all the conditions to move beyond being a passive security importer. We allocate 2.5% of GDP to defense, we have equipment programs worth tens of billions of euros, and the SAFE program opens an unprecedented financial window of opportunity. What has been missing until now was a local integrator capable of bridging between top global manufacturers and the specific needs of the Romanian Armed Forces. We believe we are such a bridge.

What Comes Next

The signed memoranda are just the beginning. The next steps include developing the joint offer for MoD procurement programs, operationalizing technology transfer lines, and submitting the first joint projects under the SAFE program. Further details regarding the solutions and the scope of the programs will be communicated as the procurement procedures move forward.

We remain open to new partnerships – whether on the transatlantic or on the European axis – and we continue to invest efforts and money in research and development, for our proprietary solutions. Our vision is clear: to make Romania a regional center of excellence in electronic warfare and C4ISR systems.

Conclusion

At STARC4SYS, we do not see ourselves as just another defense company from a small country on NATO's edge. We see ourselves as a credible industrial partner for the world's largest manufacturers and as a real vector for technology transfer to Romania. In less than a year, we signed agreements with CACI International, TCI International, and URC Systems. We have a certified, operational proprietary technology. We received visits from the President of Romania and the U.S. Ambassador.

These are not just achievements of our team – they are proof that Romania can be more than a market for the global arms industry. It can be a partner. And this is only the beginning.
